History

1994 – The National Graduate School of Public Administration under the President of the Republic of Kazakhstan (NGSPA) was created (on the basis of the Higher Party School under the Central Committee of the Kazakh SSR, established in 1942).
Basis: Decree of the President of the Republic of Kazakhstan dated August 29, 1994, No.1845.1

2000 – Relocation of the Academy of Civil Service under the President of the Republic of Kazakhstan to the capital of Kazakhstan – Astana.

2005 – The Academy of Public Administration under the President of the Republic of Kazakhstan was established by the merger of the state institutions “Academy of Civil Service under the President of the Republic of Kazakhstan”, “Judicial Academy under the Supreme Court of the Republic of Kazakhstan” and the transmission of the functions of the Diplomatic Academy to the state enterprise “Eurasian National University named after L.N. Gumilyov”, the newly constituted state agency.

2008 – The Academy was reorganized into the Republican state-owned enterprise (RSE). The National School of Public Policy was established within the Academy to train senior civil servants.
As the public administration body of the Academy was recognized the Ministry of Civil Service Affairs of the Republic of Kazakhstan.

2012 – Implementation of a joint project with the European Union to reform the Academy was started. The new Concept of development of the Academy was adopted (in May 2012) and implemented. For the first time the internationally recognized educational programs MPA (Master of Public Administration), MPP (Master of Public Policy), DPA (Doctor of Public Administration), DPP (Doctor of Public Policy) were introduced in the Academy for training masters and doctors of science of the new formation for the civil service of Kazakhstan.

2014 – The Development Strategy of the Academy of Public Administration under the President of the Republic of Kazakhstan until 2020 was adopted, which was designed to further modernize the system of training of civil servants using competence-based and practice-oriented approaches to the development of new directions and to improve the competitiveness of the Academy in the market of educational services in the CIS and SCO countries.
